I think they just make up a figure and you're stuffed if you don't pay it.

Thats why I don't take the chance on buying outside the UE ( new items), the Portuguese costum taxes are out of this wourld!

That shouldn't happen if it was declared as NCV (No Commercial Value) business documents. What does the £70 actually cover?
