Poor tech quality of most broadcast material

Many here on this forum enjoy 4k & HDR content on their TVs but can't help but notice the comparatively poor quality of many over the air programs. Much stuff doesn't even compare to 720p (DVD quality, let alone 1080p. Not al lot can be done with sub 720p archival material - some upscaling might help but there's probably too little resolution to start with to produce little more than noticeable artefacts.
All current satellite broadcasts are up to 1080p - my impression is that's not going to change & Sky seem to be moving to a streaming model therefore away from satellite anyway. More & more of us stream up to 4k or 4k HDR so is streaming including live streaming going to be the future?
There are other considerations such as improved motion handling. The existing frame rate is too low - I feel we've been duped into accepting fairly appalling motion blur that can only be partially improved with tricks like (BFI) black frame insertion. I presume the better TVs have even better AI generated frame insertion to reduce the required bandwidth. Again, this is just a trick but a cleverer one. IIRC, the BBC have played with OTA 4k but don't feel it reaches enough people(?) so tech solutions exist as with satellite but the required bandwidth is unattractive to providers. The solution may be as simple as waiting for the number of people with 4k TVs to reach critical mass.
