Could This Be True ?

I heard recently that Tidal claim to be offering hi-res streaming, but rumour has it that not all configurations that customers may have will be able to receive the hi-res and will instead only get the equivalent of the £10.00 Spotify version, but will end up costing them double.
I think the idea was a basic set up of a mobile phone and say, bluetooth headphones, will be the kind of configuration that won't get the full hi-res.
Could there be any truth to this ?
In addition. Even if this turns out to be false and just a rumour, with a higher res stream, surely you will need more serious equipment to be able to notice any difference whatsoever.
A phone and a average price bluetooth speaker, well you'd surely be better off sticking to a regular stream.
