If the value of the goods including shipping is less than £18, you shouldn't be paying any fee to collect it. I suggest you take this up with the office where you have to go to collect it.

Andrew, so what should happen if I brought multiple items that came to over £18.00 ie 2 blu ray's for 15.00 at the same time for 30.00

would it be treated differently or not?

Yes, the value of the shipment would then be over £18, so would attract VAT, and the Royal Mail handling fee.

If, however, you got the sender to ship the two items separately, so each package was valued at well under £18, you would be fine.
