What is a cheap, reliable and safe mobile to buy?

Not really. Nokia phones over 10 years ago ran on Windows, but Microsoft exited the mobile OS market ages ago. Nokia got buried since then, and resurfaced under different manufacturer. The current Nokia phones are all Android.
I recall having a old Nokia on Windows it was a Awful platform.

I still think Apple are the most secure and private also if you have other Apple products they will Gel Mr Gel 😇
I am currently using my dad’s old iPhone SE and it just downloaded the latest software which is really good but it did take a long time and the battery life isn’t very good but worth considering keeping it?

Motorola tend to be a bit slow with updates compared to Google and Samsung . G35 support ends in 2027.
The Samsung A17 is supported until 2031
You could look at the Pixel 9a which is a bit more expensive but supported till 2032, better specs and better cameras and very rapid updates.
The Samsung A26 is similar but probably slightly better than the A17. Support till 2031

In terms of "safety", Samsung and Pixel phones both have better security than the G35 being "enterprise ready". The G35 uses a less secure chipset and weaker security software (and worse update regime).

In terms of preference, I'd rank:
  1. Pixel 9a
  2. A26
  3. A17
  4. G35
You can go onto sites such as gsmarena and compare phone specs. Plenty of review sites are available.

Put it in low power mode in the battery settings you be shocked how much longer it lasts don't charge over 80%.
 
The iPhone 16e is not that old so you are probably talking £300 or more for the same performance, less than that and you will probably be disappointed in how slow they are.
If you are in the Apple eco system then stick with Apple as they all work seamlessly together, plus Apple make it as difficult as possible to get there there system to work nicely with the competition.
