Upconversion question

Given relative price brackets, which piece of kit will generally do the best job of upconverting SD material? A Blu-ray/DVD player, AV Amp or TV?

Well, only an AV amp/receiver will upconvert, but in terms of upscaling there's no hard and fast rule: most TVs do a very good job of upscaling standard definition video to suit their panel resolution, but when it comes to deinterlacing it's a close-run thing between a good Blu-ray player and some of the video processing chipsets built into the better AV amps.
