Qed reference hdmi 1.3 recertified as 1.4 but is arc available??

I bought some Qed reference hdmi 1.4 cables, but the seller delivered the 1.3 version and when I asked about this, he said the cables were recertified as 1.4. Does that mean they have arc and ethernet capabilities? I am not able to test them now, since my new receiver is on its way, and if I test it and it does not work, I can no longer return these cables as they are not in the original packaging.

As per distance selling regulations, you have the right to return it within 7 days if you bought it online or over the phone. Or you can get the dealer to give you the assurance in writing.

On ebay, but from an authorized dealer, so no worries about returns. The seller forwarded me a link about this. So I guess I'm ok with the cables he delivered, if they are really recertified as 1.4.

My QED Reference came with a sticker on the box saying now 1.4 certified, i read somewhere that QED had re-evaluated them and they are 1.4 compliant. Im unable to really test this tho.
