If you want a phone that will protect a child ,its a good move from Apple my opinion.
I believe it's a parents job to decide what is and isn't appropriate content for their kids to access.

A blanket ban imposed by a tech company is just a blunt tool that will lead to complacency and poor parenting that just puts kids at greater risk in my view

Also a very clever marketing tool for Apple .

Unfortunately that's all it is....

Actually it will just make Apple OS users look for ways around it (There is always a way), whereas if they have to target each App it will require more work and an App is more easily updated than an OS to block a bypass success.

We all know a lot of parents either don't know how or, just don't care.

It's complacency and poor parenting that has led to the need for measures from government to protect children. I think Apple are trying to be seen as acting responsibly, with those measures in mind. Nobody is forced to buy Apple phones and tablets.

As for the range of options to confirm age, being limited, complaints from iPhone and iPad users will, methinks, lead to more options being made available. I have no credit card so, used my driving license.

The only reason Google haven't tried to seal a march by doing this with Android, is because it would likely cost them advertising revenue, the only thing Google care about.
