If I add a DAC to convert the digital sound to analogue from my tv in order to connect it to my hi-fi amp will this cause a delay and lip sync problems ?

Probably not.

Some dacs buffer the signal in order to reclock, some delay the signal for other reasons, other digital processors can do the same, this is called 'latency'. It can be an issue, fo example, when the paths for left and right channel are non identical.

However the latency for most hi-fi type dacs is tiny and should have no noticeable effect on lip sync.
