If I wanted to record my vinyl to PC at the highest possible quality, what would I need? A 24/96 interface?

Heading is misleading. Instant decreased dynamic range, and tracking angle distortion...
Use that £250 to replace them with CDs

Won't cover it, I have hundreds. Although I'm not sure I can be bothered timewise, was just curious.
