Technics SU-X350 amp volume problem

I recently posted asking whether I should or should not buy a technics amp - I bought the amp (mid 80s technics su-x350 "New Class A" amp, part of a midi system I think) and it has a volume problem. When volume is turned to minimum it says negative 70 and when turned to full says zero. Volume does change when volume knob turned, but only a slight difference from no sound at all to very little sound (about as loud as playing an ipod on full volume through a pair of headphones)

I wonder if this problem has anything to do with the "Muting"

option on the amp, or if it would be fixed easily if I had the remote (remote wasn't with it when I bought)

I think the volume display is in dB and is performing as expected.

Might be worth taking the lid off and spraying some switch cleaner on the mute button (usual caveats about unplugging from the mains first).
