Got Sky HD box downstairs connected to a good Samsung LCD via the scart cable provided. Would it be better to connect via HDMI? If not, should I purchase a better scart cable and will it make a difference? I would have thought a HDMI cable from Sky Box to TV would have been the right answer here, but it seems a lot of people say scart?

Secondly, just got a SD Sky Digibox upstairs which will be connected via scart to my new Panny V20 Plasma - again, will a new scart make a difference to the picture quality? The one currently being used is the one Sky provided.

So,yes an HDMI cable is a must if you want to view HD channels in HD quality.

You don't need to spend fortunes to get a decent quality scart-I'd recommend a Thor Scart which is what i've always used and iirc used to get a good rating from whf..,
