So your solution to needing more hdmi 2.1 ports is expecting TV manufacturers to add them to TV's and forcing everyone to pay for the added cost whether they need the or not!
I have a receiver with 6 HDMI ins. I do not need more than 1 HDMI port on my TV!
If you have lots of sources, get a receiver!

I'd have thought the costs were pretty negligible. So why expect someone who needs more to buy an amp? Works both ways.

I'm not sure that the costs would be negligible or not, but I'd bet the number of consumers needing more than 2 HDMI 2.1 ports on their TV that do not already have a receiver/amp would be extremely low.
