Making two files an indentical volume?

I want to grab audio in audacity from my amp's tape out but the waveforms show that one is a much louder signal.

Is there a way to make them the same volume without messing about with the quality?

Highlight the Wave file you wish to make louder, then go to the effects menu and choose Normalize. (Make sure you have done any other editing before you use this function)
