Bond movies shouldn't be judged on whether they're good or not vs. other blockbuster action flicks, because really... it's not the same thing.

Bond movies are an institution. They're a part of movie making history, and it's endearing to see they've stood the test of time.

Yes, sure, they are better spy films about. Better actions films. Better thriller and drama. But Bond is Bond, and that's that.

Now, Carry On films... same deal. Of course there are far better comedy films about, better actors/comedians, and so on. But Carry On film are Carry On films. Come on, that Sid James laugh, that Kenneth Williams 'ooh matron', and so on.

No, I think Bond films, and Carry On films, get a special pass to be 'what they are', and you either love 'em, hate 'em, are indifferent about them, but despite the fact the UK doesn't have much of a film industry to speak of these days, the Bond films and the Carry On films are something that we gave the world, and something - to many - that still endures.
