Without even clicking the link I had a feeling you were talking about the Paperboy! I bought his last album on vinyl from the Bristol Show in 2009 (jeez, that's flown!) but I was disappointed with the amount of distortion on his vocals and assumed it was a bad pressing, so I bought it on CD. And it's exactly the same! I assume it must be deliberate but it gets a bit annoying after a while.

It's quite popular now, there's a couple of tracks on Plan B's new album that evoke the same era, but I haven't bought the album as I don't know if the rest of it is of a similar ilk (be warned though he does do a bit of rapping in the middle, I don't mind it but it might not be your thing).
If you like Eli Paperboy Reed though, you should check out Black Joe Lewis and the Honeybears, Tell 'Em What Your Name Is, that's proper bo' that is!
Just don't be tempted by Kitty, Daisy and Lewis though, I love the idea behind what they're doing (Lewis collects 50's recording equipment, he's even got an acetate cutter and they record their albums in their front room, playing all the instruments themselves) but sadly the end result just isn't tight enough musically for me, my missus likes it though because of the era it evokes but I find it all a bit messy unfortunately.
