The European Court of Human Rights not related to the EU. It predates the EU being set up post WW2 and covers almost every European continental country, apart from a handful including Russia which was expelled in March. So countries like Finland and Albania are members.

The UK is a founding member, with Churchill being a driving force behind it. (He is also recognised as one of the 11 Founding Fathers of the EU, btw.)
