Your problem lies with your understanding of what a preamp output means or is!
An output of a preamp is antenuated so unless the volume on the yamaha is at 100% you will not be getting a full signal. It varies from 0v to 2v at max volume.
If I were you I would forget about the rotel preamp and just use the existing rotel power amps plugged into the Yamaha preouts then all will be ok.
Basically what you have done is put 2 x attenuaters in the signal path so losing sound quality and volume.
the Yamha is not faulty etc.
