In a word, YES.
You can have the greatest cartridge and/or arm but if it isn't balanced properly, you don't want your cherished music sounding like its been over dubbed by a pidgeon sountrack.
So surely when you get up to certain price point, in my case, over £2K for the deck, it must come to the point where most (if not all) TT's deck become as good as they are going to be? or ....
Certainly hope so. But going with your budget, TTs usually (genearlising) are more sensitive; the slightest of internal or external vibration has been known to oscillate from the needle through to the speakers. I've known someone who's heavy footed walk past and heard the slightest of rumbles from the bass speaker. So make sure your floors rock solid.
