When buying a L.C.D.

Is it best to go for one with a higher Contrast ratio, or one with more Pixels? Also could someone recommend a good 19" to 20" .Thanks.

I wouldn't worry too much about the paper spec, manufacturers are often known to be a bit 'liberal' with their contrast ratio claims. Take a look at the Sony KDL-20B4050 which has excellent all-round performance.
