It's going to depend on the way the Blu-Ray is produced, the master used etc. Don't assume that because something has a Dolby TrueHD or a DTS HD Master Audio track, it's going to be amazing. However, the HD formats have the potential to be much better than a standard DTS soundtrack due to their capacity for more information (24.5 Mbps for DTS HD MA and 18 Mbps for Dolby TrueHD compared to 1.5 Mbps for standard DTS).
Yes, they are not always a major amazing improvement.
