24fps is referred to for bluray; 24 frames per second, some tv's don't show the frames at the correct speed which can cause motion judder on panning shots. most new tv's are now 24fps compatible. games are either 60 or 50fps not to sure on sd viewing and when a tv does not have 24 fps it wrongly converts it to a different refresh rate which causes judder (i think) if your interested in games then you'll need to check the specs (they normally refer to hz instead ie 1080/60hz)

24fps means 24 frames per second, and is the speed at which all movies (ie. proper films that are shown at the cinema - not made-for-tv movies) are shot at.

Up until the high-def disc formats (Blu-ray and the defunct HD-DVD) came out, in order for movies to be able to be shown on people's home tv sets (whether via broadcast tv, video cassette or DVD) they would have to be altered. This can cause distortion to the film and so it is not ideal.

Movies are now burned to Blu-ray at the original 24fps speed, and it is possible to watch movies at this speed thanks to new tvs such as the Samsung you mention being compatible with the 24fps speed.
