Do you reccomend Rha's CL2? I didn't find WHATHIFI review of them.
Anything better in the price range?

WHF rarely review earphones of this nature so no surprises you couldn't find one.
Plenty of good reviews online.
What exactly is your price range and what will you be using as a source?
Do you need them to have Bluetooth wireless facility?

Source - Streaming Tidal & Spotify through laptop or smartphone.
Wireless- advantage but not a must.

I would suggest you're going to need an external DAC, perhaps something along the lines of the Audioquest Dragonfly range. Does this still leave you 1000$ or is the DAC going to come out of this amount?
