There is.

The Firestone Audio FubarIO-MkII is both DAC and ADC (and will convert your line level, analogue tape output.) Euro160 direct from their website or £198 from Russ Andrews.

Oh yeah... This laptop's got a switchable mic/line-in socket as it happens. And I've got the appropriate cable.

Sadly the Rega website doesn't quote the ADC's spec, but as cheap OEM computer soundcards can manage 24/96 these days, you would expect it to be able to.
