pre and power amps -bi amp which would you choose

To get meaningful advice, you'll need to give a lot more info:

What is your budget, what is your ancillery equipment, why do you want to bi-amp, details of your room and what sort of music you like?

I would choose an adjustable active crossover - which I might be able to double-up as a pre-amp. I would choose 3 or 4 way speakers that I can easily convert to active bi-amping. I would choose a SET valve amp for the midrange and treble. And a grippy soild state amp for the bass.

I wouldn't bother with passive bi-amping.
