That looks like blob of hot glue, or someone had a romantic evening and kept candles ontop of the amp. Wax or glue, it's harmless.

Have you tried different RCA connectors on the inputs? Wiggle them a bit and the volume knob and other pots on the front. Might be a loose solder joint that makes the static.

And clean that amp pronto.

there are still some static noise from the amp with only the speaker connected, hope the preamp is okay so i can find a power amp
