iTunes!

I have had to do a fresh installation of iTunes on my Win 7 pc and all me music is installed on my NAS. How do i go about getting iTunes to create a new library. I have tried holding down the shift key and starting iTunes and then chose create library and browse to the location of the music files on the NAS but to no avail. What am i doing wrong?

I would also like to add that I have on my PC a folder called music and within it and iTunes folder that contains sub-folders which includes: album artwork, iTunes media, previous iTunes libraries, etc etc I have tried selecting the .itl file also but to no avail.
