2) if you are just downloading then no, but streaming across the internet, quite a lot of playback services have an adapative rate control. For example, if you listen to bbc radio live and it detects your internet connection is clogged up, then it will reduce the bitrate. But itunes irrc stores everything locally, so it will just take longer to download.

itunes is 256 Kbps whereas most are at 320Kbps, so that may be why you are noticing a quality issue. Google play is higher quality and cheaper.
