Someone is offering me a technics quartz sl-qd33 along with a Panasonic sa-ht390 reciever for $50. I searched online and i see mixed responses. but do i need a preamp for this setup or does the reciever act as a preamp?

Yes you will need a phono preamp also known as a phono stage
