Yes, the 600 Ohm version is for use with headphone amps only. They need the extra power to drive them.

250 Ohm is for hifi use, you would want the lower impedence for portable device use really (25-50).

Found some Beyerdynamic DT990 Pro at 250 version I was curious if they could work on the tablet/laptop until I'll get a DAC ....not intended to use on a mobile telephone ( I'm a weird dynosaur don't have one ,don't want one *crazy*)

The 990 250 ohm will work, with limitations of volume and dynamics.
