The non-fiction media group said the advertising-funded channel would draw on its vast library of factual, entertainment and lifestyle programming and build on its portfolio of channels already shown on pay-TV platforms.
The name and further details would be released closer to the launch, it said.
"The UK now has the most competitive and diverse TV market in the world and the launch of a Freeview channel is an important element in expanding consumer reach," said Dan Brooke, managing director of Discovery Networks UK.
The popular digital terrestrial TV platform Freeview is in 16.7 million homes, according to media regulator Ofcom.
International growth is a top priority for Discovery, which currently reaches audiences in more than 170 countries.
Chief Executive David Zaslav said he expected the wide geographical reach and mixture of subscription and advertising funding to see Discovery through the economic downturn.
The company said it would not be able to show some of the programming it makes with the public broadcaster the BBC on the new channel due to rights agreements with the corporation.
It would not say how much longer the BBC-Discovery partnership had to run, saying only it had years left, but suggested the nature of the partnership could change as the BBC looks to sell more programming around the world through its commercial arm."
