I find this a useful app for android devices.

It catches many of the apps which have been discounted, as well as including a price history of that app over the past 60days.

Something similar for iPhone folks is Apps Gone Free - notifies you daily of apps which have gone free for a limited time. A lot is dross, but there's the occassional gem.
