TV vs MONITOR which is better?

Could someone tell me which would be better for PS3 or Xbox360 gaming considering i have a budget of around 300-350 quid to spend. Im looking for a screen size of around 22-28 inches. Do monitors have faster response times? Any help will be greatly appreciated.
