To be fair...that could easily be your problem. If either your internet connection or your WiFi is throtttling your speed, both up and down, you're possibly never going to get a reliable delivery until you can improve it. My internet connection is about 30Mb but my WiFi is rubbish because I live within reach of no less than 20 other competing WiFi signals, which is why I ended up using homeplugs. I don't think that's an option for Chromecast though.

In the Qobuz app the little Chromecast logo appears, and when you click that the hifi 'bleeps' to show it is connected (unless you unclicked it). After that it should be plain sailing.

There is a setting for hifi, rather than compresed for headphones, but that won't affect the streaming capability. Hope you get it sorted.
