A similar device has also been on sale on Amazon US.

I looked at a lot of pictures of both boards and could see no evidence at all that the "capacitors" were in any way connected, no tracks on the PCB at all... I worked in PCB manufacture for a number of years, never seen one with no tracks!

I can just about make out tracks on both sides of that, is there a specific area of the board you're looking at?

Nevertheless t's an interesting concept but surely cannot possibly make an appreciable difference to sound quality??

Looks like, for whatever reason, each cap might have its own termination on the edge connectors.....who knows?
