Is iTunes free at the moment?

I haven't downloaded any songs for about a year now, and the other day downloaded 8 99p ones on iTunes. I initially got a depending charge at £1.58 but that has now disappeared and I have currently got the songs free! Any ideas? I know that it said if you pay £1 or something every month you get music free and you had to use more than 5gbs or something on iCloud, which I didn't sign up to. Do I just keep downloading music until there is a charge, or wait and see?

It does say that on my receipt I have a £9.50 bill but they haven't charge me for it. Any ideas?

You'll get an invoice when they do take the money.
