IPhone 4s sim free has been locked to Orange!

My mum's iPhone 4s has been locked to Orange, how do I make it sim free again. It says on the phone to contact the carrier, is this right or is there another way of doing it? I have tried a factory reset but no luck.

Agree with BB their are loads of little shops in stockport and manchester that offer phone unlocking for a small fee, is their none in milton keynes ?
