what would you play this on Gel? I presume it would be upscaled on 1 of the new BD players?

Those are regular blu-ray discs playable on any BDP. "Mastered in 4K" simply implies a better picture quality, achieved by both this process and by using a bitrate as high as the disc's space allows. This also means there's no extras, though, at least on those I've read about.
