Yes, very much so, to devices such as sensitive RF tuners, because it radiates all around, like an aerial transmission, and is just the same problem as very noisy mains, to other devices.

It is a pollutant, in that respect.

At the moment, it seems to affect mainly the shortwave bands, but the problem is growing due to proliferation and new designs, which have the potential to disrupt other broadcasts, and essential services such as Air Traffic Control.

The 100m max length is dependant on correct installation. Tight bends, running parallel to mains cables or close to flourescent tubes and not maintaining the twist right up to connectors will reduce the resistance to interference. This will then reduce the maximum length of cable that can be used.
