I have just heard that the current 4k tv's on sale today are not actually "full Uhd" and that what will actually be called "full uhd" has yet to be decided. If true, what are the implications for people that have bought these sets already

sorry to be slightly off the pace with this but to clarify what you are saying, is a samsung 2014 4k tv capable of displaying full 4k material under the new uhd standards
 
The "Full" and "Ready" Terminology came from HD tvs having different resolutions (either 1080 lines vs 720 lines). There are no plans for a two tier resolution for UHD, so I wouldn't worry about it.

Future TVs could have bigger colour gamuts and wider dynamic range, but the resolution will not change.
