clockwise

On my Parasound JC2 pre there are two gain controls in the manual it says if there clock wise there out of the circuit. When they are dialed all the way clockwise its loud and brash compared to the other side. But when dialed all the way to the left it doesnt have the oomph that it should have, so is clockwise turned all the way around like a second hand till it cannot go any further?
