Soundmagic has some excellent buds in that range, and Thinksound woodies are an even better choice.

The 'best' can only be determined in relation to your listening preferences (eg neutral, bass boost, extended treble, warm, etc). I have never tried them, so cannot tell you which would be the best for me, or you.
However Dale suggests these manufacturers, and I have selected the models which get the best reviews on headphone forums. Dale is a headphone enthusiast, and it seems like he has tried/reviewed hundreds of headphones, so it is best for him to give you the detailed advice. *smile*
