Surround Dolby or 2.1 setup ?

I was about to buy a Marantz 70s to match my CD taking into account that this has HDMI connection my current Amp does not have.
I am trying to improve my TV sound experience i have a basic LG DTS soundbar and subwoofer my tv has Dolby screen and sound.
2.1 with a new Amp or surround sound with dolby £1000 budget dilemma Amp or Soundbar the cost is about the same.
what you would you do?

I say this every time but (IMO of course), a proper surround sound system will sound better than 2.1.

Have you ever heard a (what I call proper - with actual surround speakers) decent surround system? Very difficult to go back from. 😊
