4k HDR on mini PCs? What to look for?

Hi, I'm thinking of getting a mini PC as source for my HIFI system, plus movies to my TV. I currently have my main PC rigged to both by long cables but that's not a great solution.

I was looking at 2nd hand mini PCs as this doesn't need to be a powerful machine but I've noticed several comments about some of them not being able to play 4k HDR video. What gives a machine this capability and what to look for?

I don't have it connected to my 4K TV, and I don't know about HDR, but I'm happy with this modest mini (one of 2 NUCs I have).
