It's going to come down to the hardware. This is worth checking out. With no Wi-Fi it's probably going to involve a cable.

OTG cable to OPPO 105D. What? Your brother hasn't got an Oppo? Shame on you for not telling him. Too late now!
Really useful information that, cheers! :-(
PS: Brother is a luddite and would never seen the advantages of a device like the good old Oppo, hence he's suffering.....
he does however have a blueray player. Is there any way that can be used as a n alternative?

Needs a USB input, that's all. The TV may have one. The problem is that his phone is then stuck next to the TV or DVD.

My brother has asked if there is a way to get YouTube etc, from his phone with a decent 4g signal onto his TV. No Wi-Fi connection available.
Something I know nothing about.
Any suggestions?
You've provided neither the make or model for the TV or phone which makes it difficult to advise.

It's no good people recommending OTG for example if the phone doesn't support it....

I'd forgotten about this but Google added "guest mode" to Chromecast sometime ago which essentially let's the Chromecast act as its own WiFi hotspot/beacon
