topic headings

so the reply topic heading is limited to X charaters.

but even if you dont edit the topic heading in a reply you can fail to post as it is too long.

sorry FAIL just set it to empty the heading. It is not needed when it is a reply.

It will also incurage poeple to change the topic heading when it is not even needed.
