surround speaker hight placement?

At what hight should I place my surround speakers? I have experimented by placeing bibople speakers about a foot above ear level and they sound out of balance when sound pans around the room. Next I placed them at ear level and they sound better but it sounds like the fronts over power them. I'm asking the question because I'm thinking of up grading my speakers and buying larger 5.1set up incorporating floorstanding speakers for surrounds ,is this a good idea relating back to hight placement?
